Memo written by the Google Android team actually intended for the Android smartphone manufacturers. In the memo, Google said that they would not approve the distribution of Google Mobile Services or the abbreviated GMS on new products that use the Android platform old.
In the memo, this policy will be effective from February 2014. GMS approval required by the manufacturers of Android smartphones because they will run some of Google's applications such as Google Maps, Google Now, Hangout and others.
